REGULAR MEETING OF THE COUNCIL OF THE VILLAGE OF NEVILLE

CALL TO ORDER: Mayor McLearn called the regular meeting of Council to order at 7:04 p.m.
01/22 Adoption of Agenda
Cote: That the Agenda be adopted as provided.
PRESENTATION: Marvin Allan, Doug and Penny Sherman presented the idea of metal cages for the door and windows of the Museum. Discussion was held on different options for security.
Ferris: That the minutes of the regular meeting held on December 8, 2021 be approved.

07/22 Council Monthly Reports
McLearn: That Council accepts the verbal Council Monthly Reports.
Council was updated on Tax Enforcement.
08/22 Nuisance Grounds – Resolution to SUMA
Ferris: That Council directs the Clerk to submit the following resolution to SUMA for consideration at their 2022 Annual General Meeting:
Therefore be it resolved that the Saskatchewan Urban Municipalities Association work to advocate with the Saskatchewan Government to provide 25 year, interest free loans to small communities to facilitate compliance with the existing guidelines for landfill closure.
09/22 Fire Department Report
McLearn: That Council accepts the verbal Fire Report.
10/22 SUMA Volunteer Fire Fighter Insurance
McLearn: That Council continues with the SUMA Volunteer Fire Fighter insurance Plan A, for March 1, 2022 to February 28, 2023 at a price of $465.21.
11/22 SK Volunteer Fire Fighters Assoc.
Cote: That Council directs the Clerk to renew the membership to the SVFFA for 2022.
12/22 Lagoon Report
Ferris: That Council accepts the lagoon reports for January 2022.
Asset Management SK
Council was updated on the progress of Asset Management.
Canada Community Revitalization Grant
Council was updated on the progress of the Disc Golf Course and informed of the approval of our request for $6750 from the Canada Community Revitalization Grant.
13/22 Museum Security
Cote: That Council directs the Clerk to investigate and purchase 1 camera and 3 door/window alarms for the museum.
14/22 Museum Security
Cote: That Council rescinds motion 268/21 – Monitoring of Museum.
15/22 Emergency Plan
Cote: That Council approves the Emergency Plan as presented.
16/22 Administrator’s Bond
Ferris: That Council was presented the Administrator’s Bond.
17/22 SUMA Good Governance Webinar Series
Cote: That Council directs the Clerk to register for the SUMA Good Governance Webinar Series.
18/22 Sask Alert Procedure Updates
Ferris: That Council acknowledges the receipt and review of the Sask Alert new policies and procedures.
19/22 SW Municipal Government Membership and Meeting
Cote: That Council directs the Clerk to renew the membership to the SW Municipal Government Committee for 2022 at a price of $50.00. Further, 2 people are to be registered for the meeting on January 20, 2022 with all out of pocket expenses paid.
20/22 TD Bank Electronic Payment
Cote: That Council directs the Clerk to provide TD bank with the required information to allow for electronic transfers.
21/22 FCM Membership
Ferris: That Council directs the Clerk to join the Federation of Canadian Municipalities for 2022 at a cost of $113.15.
Cote: That Council directs the Clerk to pay the 2022 Insurance invoice in the following way:
- Village $2535.00 + PST $152.00
- Fire Department $1750.00 + PST
- Neville Rec Board $ 1200.00 + PST.

Ferris: That Council approves the Office Calendar for February 2022.

Cote: That Bylaw No. 1-2022, being a Bylaw to Establish a Public Notice Policy, be introduced and read a first time.
