SPECIAL MEETING OF THE COUNCIL OF THE VILLAGE OF NEVILLE

                        HELD IN THE VILLAGE OFFICE ON APRIL 26, 2023

                         

PRESENT:  Councilor Nora McLearn, Councilor Mary Ferris, Councilor Jenny Cote, Village Clerk Cindy Berry, and Administrator Sandra Krushelniski

 

CALL TO ORDER:  Mayor Nora McLearn called the Special Meeting of Council to                                                       order at 7:35 p.m.                                                                                                                                                           

             

84/23 Addition to Agenda

Ferris:  That Council approves adding tax enforcement to the agenda.

85/23 Bylaw 1-2023

Ferris:  That Bylaw No. 1-2023, being a Bylaw Respecting Buildings, be introduced and read a first time.

86/23  Bylaw 1-2023

Cote:  That Bylaw No. 1-2023, being a Bylaw Respecting Buildings, be read a second time.                                            

                                                CARRIED

87/23  Bylaw 1-2023

Ferris:  That Bylaw No. 1-2023 be given third reading at this meeting.

93/23  ISC Account

Cote:  That Council directs the Clerk to put $450.00 on account with ISC to cover the costs to place tax liens for unpaid 2022 taxes.

94/23  Tax Enforcement

            McLearn:  Council directs the Clerk to place tax liens on all properties in arrears on April 30,         2023, as per policy.

                                                            CARRIED

95/23  Tax Enforcement

            Ferris:  Council directs the Clerk to engage TAXervices, on May 1, 2023 for all properties             which currently qualify, as per policy.

 

                                                            CARRIED

96/22 Mill Rate

Cote:  That the mill rate for 2023 will be held at 9.5 mills.

                                   

                                                            CARRIED

97/22 Mill Rate Factor

Ferris:  That the Mill Rate Factor for Agricultural land at 1.2 and Elevators at 0.9 will remain for 2023.                         

                                                            CARRIED

98/22 Base Tax

McLearn:  That the base tax for 2023 will be as follows:

            1.         Residential Property Class     

Land Fronting Un-Improved Right-of-Way - $50.00

Land Fronting Improved Right-of-Way - $350.00

            Improvements - $550.00

 

            2.         Commercial and Elevator Property Class

Land Fronting Un-Improved Right-of-Way - $50.00

Land Fronting Improved Right-of-Way - $350.00

            Improvements - $550.00

                       

            3.         Pipeline Property Class          

            Land & Improvements - $2,000

 

            4.         Agricultural Property Class

Land - $150.00
